The Emirates News Agency reported that the UAE secured the highest FDI total across Arab states last year with the $48.2 billion figure marking its continued dominance in the area. This performance builds on prior gains as the country has implemented reforms to enhance its appeal to international investors. The inflows arrived amid global competition for capital with the UAE maintaining its edge through targeted incentives and infrastructure development.

A Ministry of Investment assessment found that FDI into the UAE had grown substantially from $30.7 billion recorded in 2023 with the 2025 total reflecting sustained momentum from diversification initiatives. UNCTAD data previously placed the UAE among the top global recipients for greenfield project announcements where it ranked second worldwide in one recent year with more than 1,300 such projects. These investments have concentrated in sectors including renewable energy, logistics, technology and financial services according to official breakdowns.

The National Investment Strategy 2031 seeks to raise annual FDI inflows above $65 billion by the end of the decade according to a U.S. State Department review of the UAE economy. That framework focuses on priority areas such as advanced manufacturing, information technology and clean energy while aiming to expand the overall stock of foreign investment to AED 2.2 trillion. Officials have emphasised regulatory streamlining and free zone enhancements as central to achieving those targets.

Lloyds Bank trade analysis indicated that the UAE’s FDI stock stood at $225 billion at the end of 2023 with inflows that year reaching $30.6 billion before accelerating in subsequent periods. Dubai in particular has drawn capital from sources including Canada, the United States and India with financial services and business activities accounting for the largest shares. The emirate also led global cities in greenfield FDI project counts during the first half of 2024 with 508 announcements.

OECD investment policy perspectives noted that the UAE identified renewable energy, transport, ICT and financial services as national priorities for FDI attraction in 2025. This alignment with global trends toward sustainable and digital economies has helped the country capture a significant portion of regional flows. Earlier Dhaman reports showed Arab-wide FDI at $67.7 billion in 2023 with GCC states led by the UAE comprising the majority of that amount.

The PwC Middle East assessment of GCC digital transformation has highlighted the UAE’s progress in reducing processing times and counter traffic for investment-related services through platforms like Sahel. Such improvements have supported higher transaction volumes and contributed to the country’s attractiveness ranking. Industry data further positions the UAE as a hub for investments extending into Africa and South Asia with commitments exceeding $100 billion in recent development partnerships.
