Qatar’s Ministry of Finance reported that government tenders and auctions by state entities reached a total value of QAR 4.4 billion during the second quarter of 2026. The ministry’s announcement on its official X account detailed that local companies secured QAR 4.1 billion of the awards while foreign firms obtained QAR 0.3 billion. According to the ministry, the Q2 figure represents a decline from the QAR 8.6 billion recorded in the first quarter, reflecting adjustments in public sector project pacing. The ministry figures show the municipality and environment, health, energy, and culture and sports sectors led performance across the period.
Local company awards fell 52 percent from the same quarter in 2025, the Ministry of Finance stated, even as they continued to dominate the tender outcomes. The ministry highlighted that the results align with ongoing efforts to prioritise domestic participation in public procurement under the national vision for economic diversification. In an earlier update on the 2026 Government Procurement Plan, the director of the ministry’s Government Procurement Regulation Department noted plans for 4,464 tenders across 15 economic sectors and 260 activities, a marked expansion from prior years.
The second-quarter tender activity forms part of Qatar’s wider fiscal framework, with the Ministry of Finance setting total 2026 expenditure at QR 220.8 billion. Ministry data for the second quarter separately recorded state revenues at QR 25.6 billion against expenditures of QR 46.9 billion, producing a budget deficit of QR 21.2 billion. The ministry’s quarterly procurement releases consistently identify leading sectors to guide contractor focus and resource allocation.
Qatar National Vision 2030 continues to shape these tender patterns, according to repeated ministry statements that tie procurement to infrastructure development and private-sector growth. The 2026 plan allocates significant tender volumes to construction, information technology and administrative services, which together account for a large share of projected awards. Ministry officials have emphasised measures such as priority for Qatari-made products and exemptions for small enterprises to broaden participation.
Earlier ministry announcements showed first-quarter 2026 tenders also concentrated in the same four leading sectors, with local awards then rising 59 percent year on year. The sustained emphasis on health, municipal services, energy and sports infrastructure reflects long-term investment priorities that predate the current global energy market conditions. Public Works Authority and health ministry projects are expected to drive a substantial portion of remaining 2026 tenders, the ministry has indicated in its annual planning documents.
The Ministry of Finance has maintained that tender processes support fiscal discipline while stimulating local business activity across multiple domains. With the North Field expansion project advancing, related energy-sector tenders are likely to feature prominently in subsequent quarters, according to patterns observed in prior ministry reports. Overall procurement remains a key mechanism for implementing the state’s budgeted capital and current expenditures.
