The Ministry of Commerce and Industry signed a cooperation agreement with Ooredoo Fintech Qatar under which Ooredoo Money joined the Single Window platform as the first fintech company, the ministry announced on September 13, 2026. Mubarak Abdul Rahman Al Khulaifi, Director of the One Window Department at the Ministry of Commerce and Industry, and Mashael Abdul Fattah, General Manager of Operations at Ooredoo Fintech Qatar, signed the pact. The move forms part of ongoing efforts to expand services on the platform, strengthen private sector integration and improve offerings for businesses, according to the ministry.
Investors, business owners and entrepreneurs can now apply for an Ooredoo Money merchant wallet during procedures to issue or renew commercial registrations via the Single Window platform in line with applicable laws, the ministry stated. The addition facilitates access to digital payment solutions and financial services that support business expansion. It further reduces dependence on manual processes and paper documents, simplifying the investor experience and raising procedural efficiency, a ministry assessment found.
Al Khulaifi said the agreement is part of a series of cooperation deals the ministry has signed with financial institutions in the state. The objective is to deliver quality services to the business sector, facilitate procedures and increase the efficiency of offerings through a unified digital platform, he added. The pact also reinforces the Single Window as the main government hub for starting and operating businesses while advancing goals under Qatar National Vision 2030, according to Al Khulaifi.
Abdul Fattah stated that enhancing financial inclusion for the business sector begins with facilitating access to financial services. She noted that integrating Ooredoo Money services within the Ministry of Commerce and Industry’s Single Window platform allows them to be offered at a pivotal stage of the business establishment journey. This contributes to reducing challenges for investors and entrepreneurs while promoting a more integrated digital ecosystem that supports growth of the small and medium enterprises sector in Qatar, Abdul Fattah added.
The Single Window platform added 13 new electronic services during 2025, a report by The Peninsula Qatar indicated. Ministry of Commerce and Industry figures show 72,500 transactions processed through the third quarter of the prior year, 89 percent of them completed electronically. Customer satisfaction reached 94 percent and compliance with service-level agreements hit 83 percent, the newspaper reported.
Ooredoo Money supplies business-oriented tools such as Wage Protection System-compliant salary payments, bulk disbursements and QR-code payment receipt, the company has outlined in previous releases. These offerings help small and medium enterprises manage finances with secure, flexible options that align with regulatory standards. The current integration follows earlier ministry agreements with banks including QNB Group and Doha Bank that similarly enable account openings through the platform, according to ministry statements.
Qatar recorded a 96.77 percent score on trade facilitation in the 2025 UN Global Survey on Digital and Sustainable Trade Facilitation, with complete implementation across paperless trade and cross-border measures. The platform, which supports company establishment in as little as two days, forms a core element of the country’s digital transformation drive, a Ministry of Commerce and Industry review found. Such steps enhance the investment environment and align with broader economic diversification objectives, according to official data.
