The National Anti-Money Laundering and Terrorism Financing Committee discussed enhancing international cooperation, exchanging expertise and building capacity with Syria’s Central Authority for Supervision and Inspection during a meeting in Doha. NAMLC Secretary Mohammed Sareea Rashid Al Kaabi received Head of CASI Amer Al Ali, who was visiting the country, according to a Qatar News Agency report. The talks addressed a range of issues related to strengthening frameworks for fighting money laundering, terrorist financing and corruption. Participants examined the distribution of roles and responsibilities among national entities in preparation for mutual evaluation, along with coordination needs during the assessment phases.
NAMLC, established under Qatari law and chaired by the Governor of the Qatar Central Bank, coordinates measures to assess risks and prepare the national risk assessment for money laundering and terrorist financing, its official website states. The committee includes representatives from 13 national authorities spanning law enforcement, financial regulators and other government institutions. It also develops national strategies aligned with international standards from the Financial Action Task Force and oversees their implementation across relevant sectors.
Syria’s Central Authority for Supervision and Inspection has engaged with multiple Qatari bodies in recent weeks as part of efforts to deepen bilateral ties. Earlier in September, CASI Head Amer Al Ali met with Qatar’s Minister of Justice and other officials to explore cooperation in legal supervision and anti-corruption measures, Qatar News Agency reported. These interactions occur amid Syria’s ongoing institutional development following significant political changes since late 2024.
The September 27 meeting, referenced as NAMLC Discusses Enhancing Cooperation with Syria’s CASI, reviewed the committee’s role in coordinating policies to combat money laundering connected to corruption crimes. Discussions included mechanisms for collaboration with the Administrative Control and Transparency Authority to advance implementation of the United Nations Convention against Corruption and related national integrity strategies. Both sides stressed the importance of capacity building and training national personnel to boost overall system readiness and effectiveness.
Future opportunities for joint training programs and technical assistance were also explored in detail during the session. The talks form part of NAMLC’s wider work to bolster international coordination and support Middle East and North Africa Financial Action Task Force members ahead of their mutual evaluation rounds. Qatar itself participated in the International Monetary Fund’s AML/CFT Thematic Fund Steering Committee meeting in Paris in June 2026, according to NAMLC updates, reflecting its active role in global efforts.
Such engagements contribute to regional alignment on financial integrity standards and information sharing practices. CASI officials expressed appreciation for Qatar’s established experience in these domains and signaled interest in continued exchanges. The meeting concluded with outlines for potential follow-up activities focused on practical implementation steps.
