ADEPTS launches free ICV score estimator | AI-Generated Image

ADEPTS Chartered Accountants announced the release of the UAE’s first free online tool designed to help companies estimate their In-Country Value score rapidly, the firm said in a statement. The calculator was developed to mirror the core methodology, formulas and weightings of the National ICV programme overseen by the Ministry of Industry and Advanced Technology. Businesses can input data from audited financial statements and operational records to receive an indicative score within minutes, according to ADEPTS. This approach addresses a longstanding gap in which many firms only discover their exact standing during formal audits.

The tool evaluates multiple weighted components that determine the final ICV rating, ADEPTS reported. These include third-party expenditures, capital investments made inside the UAE, progress on Emiratisation targets, costs associated with expatriate manpower, revenue from exports and any applicable bonuses for adoption of advanced technology or sustainability practices. Companies operating as either goods manufacturers or service providers can select the appropriate category to ensure the calculation reflects their business model accurately. The firm noted that identical inputs to those used in an official submission should produce a comparable result.

Founder and managing partner Aaliyan Ibrahim highlighted the shift in how businesses should view ICV compliance. “Businesses have traditionally treated ICV as a certificate obtained once a year, rather than a commercial score that should be monitored and managed continuously,” Ibrahim said. “This tool allows leadership teams to understand their position early, identify opportunities for improvement, and make more informed decisions before beginning the formal certification process.” Ibrahim’s comments underscore the strategic value the calculator brings to internal planning cycles.

According to ADEPTS, the ICV 3.0 active enforcement phase that took effect in 2026 now encompasses more than 31 federal and semi-government entities, including newer participants such as Modon Holding, Emaar and Silal Food & Technology. The programme has evolved from an initial focus on local content into a decisive factor in procurement scoring, where higher ICV percentages can determine which suppliers secure contracts even when bids are competitively priced. Data from the firm’s advisory work shows that many organisations still lack visibility into their baseline performance until late in the bidding cycle, creating disadvantages in an increasingly competitive environment.

The launch arrives as the National ICV programme continues to expand its reach across both public and private sector supply chains, ADEPTS stated. Earlier iterations of the framework primarily targeted oil and gas and defence sectors before broadening to construction, logistics, healthcare and technology. By offering the estimator at no cost, the firm aims to lower barriers for small and medium-sized enterprises that may not have immediate access to specialised consultants. Users are guided through structured data entry that aligns with requirements for official certification submissions.

The calculator is accessible via the ADEPTS website at taxadepts.com/icv-score-calculator, where businesses must first provide basic contact information before proceeding with the assessment, the company explained. Comprehensive user guides published alongside the tool detail the exact data points required for accurate estimations, ranging from procurement ledgers to employee headcount breakdowns. ADEPTS has positioned the resource as a complement to its broader advisory services, which include full pre-audit validation and strategy development for improving scores over time.
