The collaboration establishes a framework for technology companies in Dubai CommerCity to establish operations at the Loop Hong Kong Park, using it as a gateway to Hong Kong, mainland China and additional international markets, according to a statement from the Dubai Media Office. In turn, the agreement seeks to draw Hong Kong-based tech enterprises to Dubai CommerCity, where they can utilise the zone’s integrated ecosystem to build their presence in the UAE before expanding across the wider region. Under the pact, both parties will provide access to entrepreneurship programmes, office space, support services and networks of business partners and investors.

The partnership was unveiled during the Dubai Business Forum – China, held in Shenzhen on October 14 under the theme “Momentum at Scale: Accelerating Shared Success,” the statement said. Amna Lootah, director general of Dubai CommerCity, attended the event alongside senior representatives from HSITPL and Dubai Chambers. The initiative forms part of broader efforts to strengthen economic links between the UAE and China.

HSITPL chief executive officer Vincent Ma said in the statement, “This collaboration brings together two complementary business and innovation ecosystems, creating broader opportunities for technology companies to expand beyond their home markets. We look forward to working with Dubai CommerCity to facilitate business expansion between Hong Kong and Dubai, connecting companies with the expertise, partners and investment opportunities that can support their growth, strengthen their capabilities and advance their international presence.”

The move aligns with the Dubai Economic Agenda D33, which according to the UAE government sets targets to increase foreign trade to AED 25.6 trillion and generate an annual AED 100 billion contribution from digital transformation projects by 2033. It also supports goals to position Dubai as a forefront player in the digital economy through innovation and enhanced connectivity. Lootah noted that forging connections between innovation ecosystems would aid digital companies in accessing international markets.

Dubai Chambers data show that non-oil trade between Dubai and China totalled AED 2.1 trillion between 2016 and 2025, with the figure growing 23 percent in 2025 alone as bilateral ties deepened in technology and manufacturing sectors. Chinese foreign direct investment into Dubai jumped 179 percent last year to AED 925.8 million, the chamber reported. China ranked as the top trading partner for Dubai Integrated Economic Zones in the first half of 2026, accounting for 28.4 percent of its Dh246 billion trade volume.

The Hong Kong-Shenzhen Innovation and Technology Park forms a key component of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, spanning 87 hectares with plans for over one million square metres of floor space in its initial phase, HSITPL’s website states. It focuses on sectors including advanced manufacturing, life and health technology, artificial intelligence, new energy and robotics to drive research, development and commercialisation. The park aims to serve as a bridge connecting Hong Kong’s innovation capabilities with the resources of China’s Greater Bay Area.
