Emirates News Agency reported that Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, and Hamad Obaidalla, Chief Commercial Officer at flydubai, signed the memorandum of understanding on the sidelines of Arabian Travel Market 2026 at Dubai World Trade Centre. The agreement grants flydubai passengers special access to the Esaad Card benefits from the start of their stay in the United Arab Emirates. This initiative forms part of coordinated efforts to improve the overall tourism experience through cross-sector collaboration.

Under the agreement, passengers arriving on flydubai can purchase the Esaad Card at a special price, according to details from the Emirates News Agency. The card provides access to discounts and offers spanning 10 sectors that include restaurants and theme parks, shopping centres, tourism and travel, health and sports, family services, automotive services, accommodation, education, government services and online shopping. The partnership details show the arrangement is structured to deliver value throughout a visitor’s time in the emirate.

“At Dubai Police, we consider people’s happiness and quality of life an integral part of Dubai’s government work,” Al Marri said. “We are committed to expanding the impact of our initiatives and partnerships in ways that serve the community and visitors to the emirate, while strengthening Dubai’s image as one of the world’s safest cities and a city distinguished by its quality of life and excellence in services.” The Commander-in-Chief framed the MoU as a direct contribution to these objectives.

WAM figures show flydubai maintains a network covering more than 125 destinations in 56 countries, allowing the benefits to extend to a broad international passenger base. Obaidalla said the partnership would provide flydubai customers with a wide range of offers and privileges as demand for travel to Dubai continues to grow ahead of the winter season. The Chief Commercial Officer tied the agreement to ongoing expansion in visitor arrivals.

The Department of Economy and Tourism data places Dubai visitor numbers above 18.7 million in 2024, underscoring the sector’s central role in the emirate’s economy. The extension of Esaad benefits to flydubai passengers builds upon earlier Dubai Police programmes that targeted service enhancements for both residents and guests. Such steps align with sustained focus on elevating tourist satisfaction levels.

The Esaad programme, managed by Dubai Police, has delivered savings across lifestyle categories for established cardholders in preceding years. This MoU expands the programme’s reach specifically to tourists landing via the low-cost carrier. A joint announcement indicated the special pricing aims to boost uptake among arriving passengers.
