The Telecommunications and Digital Government Regulatory Authority has authorised Starlink Satellite Communications LLC to establish, operate and manage a public satellite communications network under the new license. This approval adds a space-based dimension to the national digital infrastructure that already incorporates extensive fibre-optic systems and advanced 5G coverage. The development aims to diversify access methods, strengthen network resilience under different operating conditions and extend reliable connectivity to locations that terrestrial systems serve less effectively.
Critical sectors stand to benefit directly from the expanded options, according to a TDRA assessment that highlighted maritime and aviation transport together with energy production, logistics chains and emergency response operations. The license scope reaches beyond individual consumers to encompass businesses, government users and dedicated services for maritime and aviation applications that meet approved regulatory standards. Such provisions align with the objectives outlined in the UAE Digital Agenda and the We the UAE 2031 national vision, the authority stated in its announcement.
TDRA Director-General Majed Sultan Al Mesmar described the license as a meaningful expansion of the telecommunications landscape. “This license represents a significant addition to the UAE’s telecommunications sector and reflects the country’s commitment to adopting advanced technologies and fostering a flexible regulatory environment that supports innovation and investment,” Al Mesmar said. “The introduction of advanced satellite internet services will expand connectivity options, enhance network resilience and business continuity, and support the UAE’s ambition to strengthen its position as a regional and global hub for telecommunications and the digital economy.”
Al Mesmar added a further commitment to measured implementation in the same statement. “TDRA is committed to ensuring that the introduction of emerging and new technologies delivers tangible benefits to customers, service quality, and sector competitiveness, while maintaining the highest standards of security, reliability, and consumer protection.” All operations remain subject to the UAE’s established frameworks governing information infrastructure protection, service quality metrics, consumer safeguards, data privacy rules and spectrum coordination requirements, the authority specified.
The decision continues a series of regulatory updates that includes the TDRA board’s renewal of 20-year public telecommunications licenses for operators e& and du earlier in August 2026. Starlink has secured comparable approvals in several GCC markets including Qatar, Oman and Bahrain, where commercial services have already launched, according to filings from those regulators. A separate P&S Intelligence sector outlook cited in industry briefings projects the broader regional satellite internet market to expand from roughly 450 million dollars in 2025 toward 1.057 billion dollars by 2032.
License conditions require ongoing technical coordination with competent authorities to maintain seamless integration with existing networks while upholding national security standards, a TDRA directive noted. The regulator has emphasised that such balanced oversight enables technological advancement without compromising consumer protections or infrastructure integrity. Services under the license will support digital transformation initiatives and improve national readiness for crisis situations through redundant connectivity pathways in remote or disrupted zones.
