Ahmed Jasim Al Zaabi, chairman of the Abu Dhabi Department of Economic Development, affirmed that accelerating company establishment and the start of operations forms a cornerstone of the emirate’s strategy to enhance competitiveness and draw investment. The department said in a statement that the initiative reframes the investor journey by making the interval from decision to operational status a primary metric of success. This effort centers on cutting requirements, hastening approvals and improving alignment among multiple government entities and essential service providers such as utilities and financial institutions. Al Zaabi stressed that such speed must pair with transparent processes that remain easy to navigate and predictable at every stage.

Previous reforms provide the foundation for the current push, with a 2021 government-wide project involving more than 20 entities delivering a 71 percent reduction in requirements for new commercial activities through elimination of redundancies and process improvements. In the same year the department, working with digital authorities, introduced the Investor Journey service on the Tam platform to allow unified digital handling of approvals from several agencies at once. These changes have already eased initial setup for thousands of businesses and set the stage for deeper integration across the full operational launch sequence.

The forthcoming phase will combine all remaining steps needed for a company to become fully active, ranging from permits and site preparation to connections for electricity, water, banking services, insurance and telecommunications. A statement issued by the department on October 7 and carried by multiple outlets outlined how this coordinated approach will trim the overall time required before new ventures can commence trading. Such measures aim to translate regulatory streamlining and digital tools into tangible gains for entrepreneurs seeking rapid entry into the market.

Data from the Abu Dhabi Registration Authority indicate that new economic licences climbed 21 percent in the first quarter of 2026 after a 29 percent rise across the whole of 2025, signaling sustained interest from investors. The authority’s figures also show industrial licences advancing steadily into construction and production phases at an elevated pace. These trends illustrate the practical results of earlier simplification drives while highlighting demand for even faster pathways to operational status.

Al Zaabi said, “Behind every new licence is a decision made by an entrepreneur, an investor or a family to build their future here.” The department’s announcement described the ultimate objective as positioning Abu Dhabi as the international reference point for measuring how swiftly an investment decision converts into an active enterprise. Officials noted that complementary steps, including extended licence validity periods for certain small and industrial businesses, further support this direction by offering greater planning flexibility to operators.
