ADNOC announced on October 25 more than Dh60 billion in local manufacturing opportunities through 2030 at the second Make it with ADNOC Forum in Abu Dhabi. The opportunities encompass over 200 essential products along with a wide range of critical spare parts that the energy company has traditionally sourced from overseas suppliers. According to ADNOC the initiative is designed to provide manufacturers suppliers and investors with clear visibility into future demand and simplified pathways to secure contracts. This forms part of broader reforms to the company’s procurement supplier registration and In-Country Value frameworks.

The products targeted for localisation include rotating equipment electrical and automation systems drilling and completion tools chemicals catalysts piping fabrication items and heavy machinery ADNOC said. Many of these components are currently imported ADNOC reported leading to longer lead times and greater vulnerability to international supply chain issues. The company stated that local production would reduce delivery times significantly while bolstering the resilience of the UAE’s industrial sector. The announcement builds on the Make it in the Emirates initiative which seeks to advance domestic manufacturing capabilities across strategic industries according to ADNOC documentation.

ADNOC is transforming its supplier registration process to cut onboarding times by up to 80 percent the company stated. This includes halving the number of required documents eliminating prequalification for 60 percent of service categories and leveraging artificial intelligence for verification and data reuse. Starting November 1 the evaluation of commercial and ICV components will be combined into a single assessment weighted 70 percent toward commercial terms and 30 percent toward local value creation ADNOC said. These changes follow extensive consultations with suppliers and partners and aim to shorten purchasing cycles by as much as 40 percent.

The energy major has expanded its Local+ programme to include more than 100 UAE manufacturers up from 70 at its launch in May 2026 according to ADNOC. The programme requires engineering procurement and construction contractors to prioritise approved local products in new tenders where they meet technical standards and are competitively priced the company explained. ADNOC has already achieved Dh80 billion of its Dh90 billion local manufacturing target for 2030 which has supported the localisation of more than 130 products and the establishment or expansion of 95 factories Omar Al Nuaimi said. Its In-Country Value programme has redirected more than Dh307 billion into the UAE economy by the end of 2025 ADNOC reported.

Hasan Jasem Al Nowais the Undersecretary of the Ministry of Industry and Advanced Technology described the National In-Country Value Programme as a catalyst for growth that has channelled more than Dh473 billion into the economy to date the Emirates News Agency reported. Al Nowais highlighted that ADNOC’s latest opportunities demonstrate the programme’s ability to transform domestic demand into investments in advanced industries high-quality jobs for UAE nationals and production capabilities that support sustainable growth and global competitiveness. He called on investors to capitalise on the detailed year-by-year demand visibility provided for each product. The ministry stands ready to support manufacturers at every stage from inception to completion Al Nowais added according to the agency.

Dr Sultan Ahmed Al Jaber ADNOC Managing Director and Group CEO said the next phase would give manufacturers and investors clarity on what the company needs visibility of when it needs it and a simpler route to compete for its business. Omar Al Nuaimi ADNOC Group Chief Commercial and In-Country Value Officer stated “I am pleased to announce to you after diligent working for months new opportunities worth 60 billion dirham of new local manufacturing opportunities” that translate into 200 products and a whole portfolio of critical spare parts. The developments align with ADNOC’s earlier Industrial Resilience Program that introduced the Local+ initiative and other measures to advance the Make it in the Emirates framework and foster long-term industrial partnerships.
